City of Johannesburg – Objection Results & Appeals: GV2023

Regarding the City of Johannesburg’s General Valuation Roll for 2023 (GV2023), Rates Watch submitted 1 049 objections and all the Municipal Valuer’s decisions (MVDs) were received.

Our clients will save just over R10 million per month for the 2023/24 financial year.

In total, we submitted 776 appeals. Of these:

  • 291 were in the same township of un-serviced erven, where the municipal valuer did not change the value;
  • 245 were locus standi appeals, in which the objection outcomes were acceptable but were subject to the compulsory review of the Valuation Appeal Board (VAB);
  • 244 are appeals where we do not agree with the value and/or the category of the property.

Rates Watch assisted one particular client in submitting approximately 900 appeals on sectional title units that are used for residential purposes, where the zoning of the mother erf is Business 1, 2 or 3. The municipal valuer should have followed the guidance of previous VAB decisions in which the category was changed to Residential.

The appointment of four appeal boards should speed up the finalisation of appeals. VAB hearings should commence in the new year. It should be mentioned that the boards will also have to hear the outstanding appeals for GV2018. There are more than 100 appeals submitted by Rates Watch on this list.

GV2018 SVR6

The last Supplementary Valuation Roll (SVR6) was open for inspection and objections until 14 December 2023.
