Appeal Boards: Updates (December 2024)

"Rates Watch has lodged a significant number of appeals in many municipalities across South Africa. Our latest update looks at those appeals that are still outstanding in each major metro. "

1.1 City of Johannesburg

There are 84 Rates Watch appeals from the previous valuation roll and supplementary valuation rolls (GV2018) still to be heard. There are also 74 decisions on GV2018 supplementary roll objections outstanding and, depending on the outcomes, the number of appeals may still increase.

A total of 1 039 appeals were submitted by Rates Watch on the current valuation roll (GV2023). Since August there has been a steady flow of appeal hearings and 118 have been concluded to date.

In a previous newsletter we speculated that it could take between 18 and 24 months to deal with all the appeals, implying that the last appeal on the general valuation roll could be heard in August 2026. It is unfortunately not possible to say when one’s appeal will be scheduled, nor is it possible to influence the schedule. Our clients can rest assured that Rates Watch monitors the outstanding appeals to ensure that all matters are attended to. We will inform you as soon as your appeal is scheduled.

Note: The first supplementary valuation roll for GV2023 (GV2023 SVR1) was open for inspection and objections in June 2024. The decisions of the municipal valuer were received during November and the appeals must be submitted by the end of December 2024.

1.2 Ekurhuleni

There are 134 Rates Watch appeals from GV2021 and supplementary valuation rolls still to be heard.

Note: The third supplementary valuation roll for GV2021 (GV2021 SVR3) was open for inspection and objections in June 2024. The decisions of the municipal valuer were received during November and all appeals must be submitted by the end of January 2025.

1.3 Cape Town

There are four outstanding appeals for GV2022 and GV2022 SVR1.

1.4 Rustenburg

There is one outstanding appeal. The dispute between the municipality and the previous municipal valuer has not been resolved.
