The City of Johannesburg is proud to introduce Phase 4 of the Debt Relief Programme, a key initiative aimed at helping residents and businesses recover from financial strain while promoting responsible payment and sustainable service delivery.
From 1 November 2025 to 31 October 2026, qualifying customers can benefit from a 50% municipal debt write-off, along with 100% interest and fee waivers. This means real financial relief for those who need it most — and a chance to start afresh with the City.
Approved by Council in 30 October 2025, this programme reflects the City’s unwavering commitment to:
- Supporting households and businesses facing financial hardship.
- Protecting vulnerable communities, including pensioners and indigent residents.
- Rebuilding trust and strengthening partnerships between residents and the City.
- Ensuring inclusive access to essential municipal services.
Led by the Group Finance: Revenue Shared Services Centre (RSSC), the Debt Relief Programme forms part of the City’s broader strategy to enhance revenue collection, promote fairness, and keep Johannesburg financially sustainable for generations to come.
Why the Debt Relief Programme Matters
The City understands that many residents and businesses have faced economic challenges in recent years — from job losses to rising living costs.
Phase 4 offers a fresh start by easing the burden of outstanding municipal debt, restoring account compliance, and keeping customers connected to essential services.
Through this programme, the City is:
- Making it easier for residents to manage and clear their arrears.
- Offering flexible payment options that fit different financial realities.
- Ensuring no qualifying customer is left behind.
How It Works
Eligible customers who apply successfully can receive:
- 50% Debt Write-Off on qualifying accounts.
- 100% Interest and Fee Waivers on outstanding amounts.
- Flexible Repayment Plans based on customer type and affordability.
- Relief that is fair, transparent, and based on actual meter readings.
The programme applies to residential customers, pensioners, small and large businesses, faith-based organisations, NPOs, and community institutions that meet the qualifying criteria.

Every application will be carefully reviewed to ensure fairness and compliance with the City’s policies.
Note: Failure to comply with the programme’s terms may result in the reinstatement of previously written-off debt.
